- FreeDTVPlusTM would incorporate Internet TV as an integral part of an enhanced free broadcast TV service rather than being supplanted by it.
- FreeDTVPlusTM would dramatically increase the public appeal and the commercial value of broadcast TV.
- FreeDTVPlusTM would be a nationally branded OTA broadcast-based service.
- FreeDTVPlusTM would create, implement, maintain and upgrade a broadcast-centric DTV service platform that will enable the broadcasters to offer a multitude of new services to the home TV set.
- FreeDTVPlusTM would, with the cooperation of the consumer electronics industry, design, test, manufacture, distribute and market nationally FreeDTVPlusTM service-compliant DTV sets and related equipment for accessing all of the broadcasters' services.
- Endorsement of Congress, the Executive branch, including the FCC, would be sought for the FreeDTVPlusTM service concept.
- The FreeDTVPlusTM service would be launched in four sequential phases, i.e. definition, planning, implementation and operational, with the first two to be completed within 12 months.
